Context :
Tanzania enacted the Tobacco Products (Regulation) Act 2003 (TPRA, 2003). In addition, Tanzania ratified the Framework Convention on Tobacco Control (FCTC) in 2007. The objective of this Act is to reduce tobacco use and its consequent harm by: quote “Protecting persons under eighteen and other non smokers from inducements to use tobacco products” unquote.

Part VI, Section 26 of TPRA (2003) prohibits tobacco promotion and advertisement, as does Section 13 of the WHO Framework Convention on Tobacco Control (FCTC) to which Tanzania is a party since 2007. We urge the Minster for Health and Social Welfare and the Government of Tanzania to ensure that, these Sections of the law are adhered to, to ensure protection of the youth in particular and effective control of tobacco use in general.

The Non-Governmental Organisations of Tanzania and tobacco control advocates congratulate the Tanzania Government for enacting the Tobacco Products (Regulation) Act, 2003 (TPRA, 2003) and, for ratifying the Framework Convention on Tobacco Control (FCTC). However, we are concerned about the lack of enforcement of TPRA (2003) in particular Part VI, Section 26 and, lack of observance of Article 13 of the FCTC, both of which prohibit tobacco promotion and advertisement. The current upsurge of cigarette advertisement in Tanzania is a cause of great concern. The rate of tobacco use in Tanzania is on the increase, particularly among the youth. Research has shown that 32% of all reported cancers in Tanzania are attributed to tobacco use and, the country spends more than $30m to attempt treatment of tobacco related cancers alone. We, the undersigned urge the Ministry of Health and Social Welfare and the Tanzania Government to ban cigarette advertisement totally, so as to enhance public health and spare the youth from the hazards of tobacco use. The youth are the main target of tobacco promotion and advertisement.
