MULTI CITY ACTION PLAN ON TOBACCO-FREE CITIES

Cities interested in developing models of good practice in reducing tobacco use framed a Multi City Action Plan (MCAP) on tobacco free cities in 1990. The main objective of the MCAP is to support the implementation of the Action Plan for a Tobacco-free Europe at the municipal level.

For its first phase the cities implemented a wide variety of programmes. City experiences was documented in a guide "Working for Tobacco-free Cities" published in 1994.

For the second phase cities agreed to carry out a survey which could provide a common data base and monitor the success of anti tobacco initiatives and provide a political tool for action at local level. Currently fourteen European cities take part in the project. A questionnaire was prepared covering the following areas: information about the city, smoking prevalence, tobacco prevention programmes, tobacco political framework and legislations.

Twelve cities answered the questionnaire. The first number of the MCAP Newsletter was published in May 1996 containing a report on the survey and activities of the cities.

The main focus of the activity for the second phase would be young people and to prepare a charter, statement and action plan linking with the MCAPs on drugs and alcohol and with the Health Promoting Schools Project.
