REGIONAL PROGRAMME "CHELYABINSK STEPS TO EUROPE WITHOUT TOBACCO" AS ONE OF THE KEY COMPONENTS OF CINDI PROGRAMME

The regional strategical programme on health promotion and noncommunicable diseases prevention has been elaborated in Chelyabinsk region (3.5 million inhabitants) within CINDI programme. Anti-tobacco trend is one of the key programme trends.

Five main strategies of the programme include: multi sectoral anti-tobacco policy, smokefree environments, unsmoking generation, assistance to those who want to stop smoking, international collaboration. One of the principal aims is decrease of smoking prevalence in the region by 10% by the year 2000.

Activities include: conducting of sample scientific investigations concerning prevalence of smoking in region, specifically study of smoking prevalence among physicians, in radiative zone, among students, among professional groups etc, working out of the physicians training programme for consultations on smoking problem, launching of the 'Hospital without tobacco" project, regular conducting of smoking cessation courses (in sanatoria, dispensaries).

Systemic approach to the problem envisaging international cooperation, professional education, conducting of smoking cessation competitions ("Quit and Win") transition from the demonstrative sites to community level will enable to programme realization.
