EXPERIENCE WITH THE IMPLEMENTATION AND ENFORCEMENT OF THE NORWEGIAN TOBACCO ACT OF FEBRUARY 1995

The Norwegian Parliament passed its first tobacco act in 1973. In 1988 a ban on smoking in public places, work places and transportation was added. The act did however at this time not include restrictions on smoking in hotels, restaurants and similar premises. July 1993 additional regulations regarding passive smoking came into action. These stated that at least 1/3 of the restaurant and at least 1/3 of all resident rooms in hotel rooms had to be smokefree.

The current act having come in to action 1 January 1996 also include smoking in restaurants and hotels. As a result hotels and other overnight stops are now obliged to restrict smoking to a maximum of 50% of all resident rooms. Restaurants and other establishments serving food have a total smoking ban when situated openly in shopping malls, airport etc. The smoking area in other coffee shops and restaurants is set at max. 2/3 of the total amount of tables in the serving area similar to the earlier regulations. From 1 January 1998 this area will however be reduced to 50%.

This paper will give an overview of the public reactions to these changes in general as well as the implementation and enforcement of the regulations by the local supervisory body.
