The working group produced a draft "Guidelines for the prevention of tobacco use in Lombardy" addressed to all the health operators within the Regional preventive services. The "Guidelines" consist of a general section concerning the epidemiology of smoking-related diseases, the prevalence of smoking habits in the Italian and regional population. Furthermore preventive strategies and methologies concerning adult and young population are described. A final section consists of questionnaire models utilized for epidemiological surveys about smoking habits in adult population, in schools and among health personnel.
A recent act of the Lombardy Regional Council approved a ban on "indoor smoking" in public administration buildings and private administration buildings offering public services, in conformity with the State-Regions agreement act(December 27th 1995). The regional act examines throughoughtly the contents of this document and specifies the control activities and tasks to carry out by Local Health Agencies (LHA) and Hospitals within their own limits. Besides the act provides an "Antismoking" committee in each LHA, aimed to coordinate all the preventive interventions about this topic: the committee will be presided by the chief of the Prevention Department of each LHA: he must account for his activity in the field of smoking prevention to the regional Public Health Service.
At now a regional technical-scientific Committee is working to coordinate the health operators of the Local Health Agencies and the school teachers in order to prepare health education programs for students, finalized to prevent the assumption of smoking habit.
The "Waterloo programme", revised and adapted to the nowadays needs of the students, should be carried out in Lombardy secondary schools during the school year 1996-1997.
