STENSUND CALL FOR ACTION


At the conclusion of its 9th Annual General meeting held in Stensund (Sweden) on August, 5 and 6 1995, the E.U.N., which gathers 21 organizations from 15 countries, launched

an appeal to all leaders in Europe

to all political leaders at all levels, and to all decision makers in business and the social sphere: presidents, administrators and business managers.

Since there is overwhelming scientific evidence that tobacco smoke is the greatest avoidable threat to health worldwide, and that nonsmokers are involontary victims of tobacco smoke,

the EUN requests all responsible elected officials of social collectivities to take effective and pratical legislative measures to fight against tobacco and protect nonsmokers.

Therefore, the EUN demands,

  1. Limits. An effective regulation to ensure the provision of clean air, free from tobacbo smoke in all enclosed or covered places.

    It is high time for politicians to clarify their position on the smoking ban on European passenger aircrafts. The opportunity can be taken at the ICAO (Intemational Civil Aviation Organization) General Assembly next September in Montreal (19/9-4/10 1995).

  2. Recognize that tobacco smoke definitely spreads as a fluid, and that only physical separation is capable of separating smoking and non-smoking areas.

    Consequently, at work, smokers are authorized to smoke only in designated smoking rooms,

  3. Authorities should decide that ashtrays are forbidden in non-smoking areas.

    Indeed, an ashtray in a non-smoking area is an invitation to bypass the smoking ban.

  4. Invite the <<International Labor Office>> to define the <<toxicological data sheet of tobacco smoke>> which is a dangerous substance, toxic, irritant and carcinogenic, present in the closed or covered work place today.

  5. Implement the WHO recommendation its Member States to:

    <<impose a levy of at least 1% of tobacco tax revenue to fund specific tobacco control and health promotion activities>> (WHO. Madrid, 7-11 November 1988).

  6. In conclusion, decision makers have a clear choice:

    Either permit tobacco smoke,
    thus banning clean air,

    or ensure clean air,
    thus banning tobacco smoke
