A 1998 Maryland survey showed that underage students sent into stores to purchase

tobacco were successful 35% of the time, down from 36% in 1997 and 54% in 1996.

"It's the Law" programs are sponsored by Philip Morris, RJR, and the Tobacco

Institute ostensibly for the purpose of encouraging merchant compliance with laws

prohibiting tobacco sales to minors. However, a study from Massachusetts showed

that these programs failed to produce a significant reduction in the illegal sale of

tobacco to minors.
