In San Francisco, 35% of stores picked randomly in 1996 sold cigarettes without

questions to 15- and 16-year-olds. The teenagers were recruited from high school

anti-smoking programs and paid a small stipend. Statewide in California, 33% of the

undercover kids who tried to buy cigarettes succeeded.

In a study from Broward County, Florida, 33% of minors ages 12 to 17 years were

successful in attempts to purchase cigarettes from vending machines. These success

rates were lower than those conducted in Massachusetts (86%) and Minnesota

(42%), and provide support for the FDA regulations that ban vending machines except

in facilities where only adults are permitted.
