The relative risk of alcoholism is increased ten-fold among smokers, and the

percentage of heavier smokers who develop problems with alcohol might be greater

than 30%.

The "war on drugs" budget proposed for 1996 was $14.6 billion, including $9.3 billion

for the effort to cut off the flow of drugs into the country. Money for tobacco control is

less than one percent of this amount.

Federal government expenditures for drug control increased from $1.8 billion in 1981

to $6.6 billion in 1990, $12 billion in 1993, and $18 billion in 1998.

Both cofounders of Alcoholics Anonymous, Bill Wilson and Dr. Bob Smith, died from

their tobacco use; Wilson from emphysema, and Smith, a cigar smoker, from throat

In 1965, 90% of male alcoholics in the Untied States were smokers compared to 60%

of men in the general population. In 1990, 82% of male alcoholics smoked, compared

to 33% of adult men overall. Heavy smokers (more than 20 cigarettes, or one pack

per day) comprise 9% of the general population, but 72% of alcoholics are heavy

smokers. 35% of heavy smokers have a lifetime history of alcoholism, including 13%

with current alcoholism. There is evidence that smoking cessation does not increase

relapse to alcoholism; successful alcohol quitters are more likely to be successful in

smoking cessation.
