The United Kingdom, Germany, and the Netherlands until late 1997 repeatedly

defeated the European Union draft directive for a tobacco advertising ban. A billion

dollars is spent each year subsidizing tobacco growing, including much that is of

worthless quality that is dumped in Eastern Europe. This compares to less than $2

million for anti-tobacco work, and the grant to fund BASP (Bureau for Action on

Smoking Prevention) has not been renewed.
