"The companies are crowding out both farmers and the government in getting their

share. Between 1980 and 1991, for example, the farmers' take on each cigarette is

down from 7 cents to 3 cents per dollar. The government's take is down from 34 cents

to 25 cents per dollar. At the same time, the companies' take is rising rapidly, from 37

to 50 cents per dollar."
