| | "tobacco control" act qualified for the November 1994 California ballot. PM spent $1.8 |
| | million collecting 600,000 signatures for the initiative, which would have pre-empted |
| | or overturned 270 local bans in cities including San Francisco and Los Angeles. Many |
| | signers complained that the "Californians for Statewide Smoking Restrictions" |
| | committee misrepresented the initiative as a tough no-smoking measure, not a drive |
| | backed by the nation's largest cigarette maker. |

| | A Philip Morris-sponsored ballot initiative in California was certified despite the |
| | statement by Tony Miller, California Secretary of State: "Philip Morris takes the |
| | position that misrepresenting the purpose of an initiative has nothing to do with |
| | whether it should be placed on the ballot, and that it's all right to lie about who is |
| | sponsoring a measure in order to obtain signatures. Philip Morris should be ashamed |
| | of itself." |

| | a letter urging them to support the pro-smoking initiative "because if it does not pass, |
| | your cigarette sales and profits will drop." It then says that a Philip Morris |

| | display and distribution. |
