| | Dr. Jesse Steinfeld was labeled "Public Enemy Number One" by the tobacco industry |
| | in 1971 when as Surgeon General he proposed a "Nonsmoker's Bill of Rights." In |
| | 1972, President Nixon received a letter from the president of R.J. Reynolds reminding |
| | him of their generous contribution to his recent campaign, and urging that he fire his |
| | Surgeon General because of overzealous antismoking activity. |

| | Former U.S. surgeon general Jesse Steinfeld was named to a four year term as |
| | surgeon general by President Nixon in late 1969. However, he was asked for his |
| | resignation a year before his term was over. RJR president David People wrote |
| | repeatedly to Nixon in 1972 to complain about Steinfeld's anti-tobacco activism and |
| | his 1971 proposal to curb smoking in public places because of concerns that |
| | nonsmokers were being harmed by secondhand smoke. |

| | In a 1980 North Carolina campaign appearance, Ronald Reagan promised to "end |
| | what has become an increasingly antagonistic relationship between the federal |
| | government and the tobacco industry. I can guarantee that my own cabinet members |
| | will be far too busy with substantive matters to waste their time proselytizing against |
| | the dangers of cigarette smoking." |
