The percentage of Californians who smoke dropped from 26.5 percent in 1988 to

19.1 percent in 1993. This 28% decline was three times the national average, and

only the state of Utah now has a lower percentage of smokers. An excise tax increase

in 1988 mandated that 20% of the money raised would go toward anti-smoking

education programs, but this fund has been short-changed by $155 million since

1988, and the money diverted to other uses.

productivity due to death and illness. Direct medical costs are $3.6 billion (or $793

per smoker per year), lost productivity costs for employers $860 million (another $230
