The tobacco industry spent more than $43 million on lobbying in the first half of 1998,

much of it in their successful effort to kill national tobacco legislation, the $516 billion

comprehensive anti-tobacco bill. $7.2 million of the amount went to a single

Washington law firm, Verner, Liipfert, and Hand, where Ann Richards and George

Mitchell worked on the tobacco issue.

lobbying from 1997 to 1999 from tobacco companies looking to negotiate a

legislative settlement with Congress. Members of the firm include Bob Dole, George
