Recent data on the status of preemptive state tobacco control laws may be found in

The Centers for Disease Control has recommended that one third of the tobacco

settlement money going to the states be spent on tobacco control programs.

However, so far state politicians have committed less than 2% of the funds to

anti-smoking efforts.

The Tobacco Institute had a budget of $38 million in 1993. In Minnesota, one legislator

estimated that the industry maintains at least 60 lobbyists. In New York, the tobacco

industry spent $1.1 million on lobbying in 1993. And to fight a bill to reduce youth

access in Washington state, the industry hired nine outside lobbyists at a cost of

$200,000.

Massachusetts voters in 1992 approved a measure to increase the state's cigarette

tax to 51 cents a pack. The tobacco industry spent $10 million in an unsuccessful

attempt to defeat the measure, which will raise $130 million a year for health

programs for the poor.

New York City considered a new workplace and restaurant smoking ban in 1994.

Philip Morris told the mayor that if the law passed, they would consider moving their

corporate headquarters and its 2000 jobs out of the city, and stop donations for New

York cultural activities and the arts. (Nevertheless, Mayor Giuliani signed the

ordinance in January 1995.)
