Talking points:
The US governments past track record and current inaction on this lifesaving treaty call into question whether this Administration is truly committed to public health and accountable to the US public. Tobacco is the leading cause of preventable death in the world, killing over 5 million people each year. It is time that the US stands up, joins the rest of the world, and ratifies the first global public health treaty.

Dear Secretary Rice, On May 10, 2004, the United States signed the World Health Organizations Framework Convention on Tobacco Control (WHO FCTC), signaling an intention to ratify this first global public health treaty. At that point, the treaty was turned over to the State Departmentwhere it remains. While the rest of the world is moving ahead and ratifying the global tobacco treaty, there has been little, if any, action taken by the Bush Administration on the treaty since signing. With more than 95 countries ratified, the global tobacco treaty is already set to protect nearly 70% of the worlds population. The WHO has called the FCTC one of the most rapidly embraced United Nations treaties of all time. Yet, the US government is on the sidelines as the rest of the world stands up to protect millions of lives from the tobacco epidemic. November 8th marks a deadline for countries to ratify in order to have a vote at the first FCTC Conference of the Parties scheduled for February 6-17, 2006, in Geneva. The US will not have a vote at this meeting. Secretary Rice, I urge you to do everything in your power to ensure that President Bush submits the global tobacco treaty to the Senate immediately. Sincerely,
