LICENCIADO RICARDO MADURO JOEST PRESIDENT Republic of Honduras
Mr. President:
It is with tremendous satisfaction that we take this opportunity to inform you that more than 100 countries have signed the Framework Convention for the Control of Tobacco (CMCT); this opens new avenues for the protection of public health worldwide.
The CMCT is an international treaty adopted by 192 member states during the World Health Assembly of the World Health Organization of the United Nations. This treaty does not prohibit the sale or the use of tobacco.
According to scientific research conducted by the World Health Organization and the Panamerican Health Organization (PAHO), 5 million persons each year die as a consequence of smoking. Since the first negotiations session of the FCTC until today, more than 15 million persons have died of cancer related to tobacco consumption. The more rapidly the CMCT is signed and ratified, the more lives will be saved. In Central America only Honduras and Nicaragua have not signed the treaty.
In consideration that The International Day to Not Smoke is celebrated every year on May 31st, with the patronage of the World Health Organization and with the theme Tobacco and Poverty this year, and based on the fact that the principle policy of the Honduran government is the reduction of poverty; we are absolutely convinced that you Mr. President of the Republic of Honduras will sign the treaty via the route of the Chanceller of The Republic on before the 31st. of May, 2004.
Sincerely Yours,
